Telecom Engineering Consultants (TEC) offers CellStack Systems for a variety of Audio, Video & Data distribution applications. Along with an open Application Programmable Interface (API), it is one of the first in the new generation of flexible digital CCTV solutions.

An open transport system for complete solution integration.

·        Industrial integration for access & control

·        Transportation monitoring & control

·        Emergency service collaboration

·        High profile, fail safe surveillance

The overall solution is one of advanced telecommunication equipment and conventional surveillance devices. This gives you the benefits of low-cost security devices and a worldwide accepted transmission method.

CellStack's advanced products are designed with integration in mind. No solution is the same and nor should the users requirements be restricted to one specific vendors equipment. The product family's objective is to offer a flexible transport medium that can be integrated to any other vendors security equipment, such as access control, storage, display systems, advanced control systems, motion detection, pre-alarming, post alarming. This open architecture allows project objectives to be completed within there own boundaries and eliminates technology getting in the way of specifying traditional or fundamental systems. Due to the high level of integration, training for both operators and engineers can be kept to a minimum, as conventional equipment is unaffected.

The CellStack Centauri is classed as a hub, as an Ethernet hub, its purpose is to deliver the information received on its interface to one or more interfaces around the network. As well as video the Centauri has audio and data interfaces for the delivery of audio talkback and telemetry / access control respectively. However, unlike an Ethernet hub, this information is time critical and the delivery has to be dealt with near instantaneously. Using a network for camera connectivity and camera identification means that many of the traditional limitations - such as the maximum number of PTZ cameras - are eliminated, increasing the size and versatility of the solution. Other common interfaces, especially with access control and alarms are tradition I/O contacts. These interfaces can be added to the network by means of the CellStack Remote I/O unit.

Network Management System

System Overview

The CellStack System is based upon encoded (digitized) video capable of being transported across an ATM (Asynchronous Transfer Mode) network to surveillance monitors and/or recorders.  The video from surveillance cameras is encoded at locations near each camera and subsequently available to any destination display or recording device without degradation of the signal.  In addition to the video data, the system incorporates built-in support for remote transmission of pan-tilt-zoom camera control signals, and two-way audio.  I/O sensing units can be added to control the system as a result of intercom call buttons, door switches, motion detectors, etc.  The CellStack Surveillance System utilizes industry standard ATM switches to route the video to the various destinations without the need for CCTV matrix switches or amplifiers.

System Compatibility

q       Compatible with standard cameras, monitors, and recorders

q       Digital encoders accept standard NTSC signals permitting the use of industry standard cameras without compromises or modifications

q       Digital decoders supply NTSC signals for use with standard TV monitors, and standard time lapse or other recorders

q       Existing CCTV cameras and monitors can be connected into this system without modification, enabling the use of the system video control and distribution features

System Enhancements

q       Video images are viewable and/or recordable by an unlimited number of sites

q       No CCTV signal splitters and matrix switches are needed, eliminating inherent signal degradation – video is received at all destinations with the same quality as received at encoders near cameras

q       The system is insensitive to distance and to number of destinations – video can be transmitted for many miles over standard fiber optic cable

q       Frame rates and picture resolution can be selected for each camera

q       System permits frame rates up to 30 frames per second to be changed at any time to reduce difficulty tracking a suspect through a crowd

q       Picture resolution can be increased to provide extremely high quality video for identification and prosecution purposes

q       Camera selection and routing can be fully automatic/automated

q       System supports RS-232, RS-485, RS-422 and “up-the-coax” control signaling  (Separate “control circuitry” is not required)

q       Cameras can be controlled from any location that has proper authorization

System Security / Alarm Interfacing / Fault Tolerance

q       System accepts external signals (e.g. motion detectors, door alarms, gate switches, vehicle sensors, fire alarms, etc.)

q       System can accept signals which trigger execution of custom preprogrammed scripts to select cameras, change frame rates, send alerts to monitors, initiate recording, etc.  Scripts, written by operational personnel, can be changed to adapt to new security procedures

q       Alarms from a door access control system and from emergency call boxes/intercoms can be integrated into the surveillance system to turn on security cameras

q       The system enables a hierarchical design allowing the establishment of surveillance “sub-systems”

q       The system can generate alarms due to loss of video signal at encoder

q       The system can log events and alarms for future display and archiving

q       Password protected access is supported with multiple levels of control

q       The system can enable access restrictions of selected cameras to different organizations (e.g. parking garage cameras for Police, fuel handling areas for the Fire Department, restaurants and shops for one or more private security agencies, baggage handling areas in airports for individual airline tenants, etc.)

q       The CellStack Surveillance System can grant ad hoc temporary access to cameras

q       Camera selection is done via point & click graphical interfaces.  Actual push button panels, familiar to security personnel, can also be interfaced with the system

q       Redundant power, control, and transmission paths can be added for greater fault tolerance

q       Hot swap (no requirement to power down equipment) capability is designed in for replacement and/or addition of encode/decode modules

System Expandability

The CellStack Surveillance System can

q       Expand connectivity to an unlimited number of cameras

q       Permit the addition of cameras in completely new areas

q       Permit increased density of cameras in presently covered zones

q       Permit connection to existing CCTV surveillance equipment, thus bringing CellStack system flexibility while protecting an investment in a legacy installation

q       Deliver video to an unlimited number of viewing and/or recording sites without degradation of the quality.

q       Enable the addition of monitoring locations (backup site, executive offices, police precincts, etc.)

q       Enable the addition of recording locations

Increased system fault tolerance (beyond initial installation)

The CellStack Surveillance System can

q       Enable the addition of redundancy in power supplies, fiber routing, switching equipment

q       Provide connectivity to alternate locations for backup viewing centers

Surveillance monitoring focused on “active” areas

The CellStack Surveillance System provides

q       Increased system “intelligence” with motion detectors, door switches, etc.

q       Reduction in need to view and/or record inactive zones (increase cameras while decreasing viewing requirements)

q       Automatic video routing to security monitors and recorders

q       Alert generation and logging on detection of detector inputs

q       Active guard acknowledgment logging for audit requirements
